Philly Hotel (<$150), in hip area?
I'm spending a weekend with my girlfriend in Philly. We plan on seeing a concert in the Electric Factory, but we'd like a hotel that is in the heart of Philly. I'd like a hotel that is either near the Art Museum, ID Hall, Liberty Bell, etc. or preferably in a "hip" area with clothing stores and restaurants. We are under 21.

If you want to spend the night in a nice hotel in the city, probably center city...You may want to spend a little more thant 150 dollars.
The radisson is 209 dollars per night
Holiday Inn Express is loceated in the downtown area along with many other hotels and they are about 180 dollars per night. They are the less expensive of most of them. Maybe they have a special package deal if you call or check their webpage.

The Latham Hotel would be a good option. It's on 17th street, putting you between the Art Museum area and Old City. And right in Center City. It's close to the subway, so getting down to Old City is a snap. And it's right by all the swank shopping on Walnut St.
There is also the Society Hill Hotel, which is a tourist hotel in Old City. It's a little shabby around the edges, but not terrible, and it's right in the heart of things. It would certainly fit your budget.
