For the titration I need to perform, I'm supposed to have .02 N EDTA. However, I only have .01 N EDTA. I know that EDTA reacts on a 1:1 basis in titrations, so the N=M. Does that mean that I can use the .01N EDTA, and just double my answer?

Do not double your answer. What will happen is that you will use double the volume of titrant.
The titration equation V1M1n2 = V2M2n1 takes both volume and concentration into account. The ratio does not change with concentrations. Just use the EDTA as given and use the equation with the new normality.
