Technically, we are travelling forward in time. However, depending on your velocity, you may be traveling forward in time at a different rate than others. This is just relativity. However, if you want to travel back in time, fly across the international date line from west to east. You can repeat the same day! But this isn't really traveling in time.
Where are people getting their information from when they say NO? ...time travel has been proven by NASA - the method that they have discovered does not allow anything living to travel through time though, at least not while remaining alive... if you read their white papers they claim that this information was gathered from a 'claimed' time traveler... search for "JOHN TITOR" on google... Not only is time travel possible, but there are a few people out there who actually are time travelers!
